David L. Blank

David L. Blank, Member of the Firm, practices in the Firm’s Transactional, Construction and Infrastructure Group.  Mr. Blank represents and advises the Firm’s private and public clients in matters concerning construction, public contracting, including public bidding and professional services and surety law.

Relevant Experience

Mr. Blank heads the Firm’s Construction Group, which specializes in public entity construction and renewable energy procurement. Mr. Blank has extensive experience with public bidding and procurement. He crafts bid documents and construction documents that protect the public entity and comply with applicable laws and regulations. He has extensive experience in dealing with defaulting contractors and surety companies. With a background as a construction and commercial litigator, Mr. Blank is able to offer clients a unique perspective. He is able to recognize and analyze potential problems at an early state. By so doing, Mr. Blank assists his clients in bringing a construction project to closure with minimal disruption, and often before they result in default by a contractor. This permits clients to deal with problems in an efficient and cost effective manner.

A large portion of Mr. Blank’s practice is devoted to assisting public entities with their energy savings and renewable energy projects, with particular emphasis on photovoltaic projects. He has been lead attorney for public entities on photovoltaic projects that have been financed through power purchase agreements, bond issuances, and lease purchase agreements under New Jersey’s Energy Savings Improvement statute. Mr. Blank has successfully drafted requests for proposals and bid documents for solar projects, assisted public entities in their review and evaluation of submitted proposals and bids, and contracted for the engineering, procurement and construction of said projects via power purchase agreements or other contractual arrangements. The projects Mr. Blank has worked on are estimated to both stabilize energy costs and save the Firm’s clients millions of dollars over the life of the projects.
